Florida Inmate Communication Overview

Florida operates the third largest state prison system in the country through the Florida Department of Corrections (FDC), housing approximately 80,000 inmates. Phone calls at all FDC state facilities are handled through Securus Technologies. JPay handles electronic messaging, money transfers, and tablet services for Florida state prison inmates. Both Securus and JPay accounts are required if you want to receive phone calls and also send electronic messages.

Florida does not offer free phone calls at state prisons. Governor Ron DeSantis vetoed free call funding in both 2024 and 2025. Families continue to pay per-minute rates subject to FCC caps. All routine inmate mail must be sent to the FDC central processing facility for scanning and electronic distribution. Do not send routine mail directly to the facility. Legal mail and privileged mail are handled separately and should not go to the central processing center.

JPay tablets are available in all FDC general population housing units. Through JPay, families can send secure messages, photos, and money to inmate accounts. Which providers do Florida state prison families use?

Do I need both a Securus account and a JPay account for Florida?▼
Yes, if you want both phone calls and messaging. Securus handles phone calls and JPay handles electronic messaging and money transfers. These are separate companies with separate accounts. Your Securus account balance cannot be used for JPay services and vice versa. Set up both accounts if you want full communication access with your loved one.
What is the DC number and where do I find it?▼
The DC number is the identification number assigned to every person in Florida DOC custody. You need this number for JPay messaging, money transfers, and inmate search. Find it using the FDC inmate search tool at fdc.myflorida.com or by contacting the facility directly. The DC number is different from any court case number.
What happens when my loved one transfers from a Florida county jail to a state prison?▼
When someone transfers from a Florida county jail to a state prison, the communication providers change. County jails use their own contracted providers which are separate from FDC. You will need Securus for phone calls and JPay for messaging at the state prison. Your county jail accounts do not transfer to FDC facilities. Confirm the new facility and set up new accounts after the transfer is complete.
