Arizona Inmate Communication Overview

Arizona operates its state prison system through the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR). ICSolutions handles phone calls at Arizona state facilities through a Prepaid Collect account system. Called parties must submit an application and be approved before they can receive phone calls from ADC inmates. If you have previously been approved to receive calls, you do not need to re-apply. Contact ICSolutions at 888-506-8407 or visit icsolutions.com to set up an account.

Effective February 15, 2026, ADCRR reimplemented security measures for inmate phone calls including the Personal Allowed Number (PAN) list. Inmates can only call approved numbers from their visitation list, up to 20 people. Families who are not on the inmate visitation list cannot be added to the PAN list. If you want to receive calls, you must first be approved on the inmate visitation list and then be added to their PAN list. Securus Technologies handles electronic messaging at ADCRR state facilities for e-stamps and text messages.

Arizona has not eliminated phone call fees at state facilities. Families pay per-minute rates subject to FCC caps. Mail processing varies by unit at Arizona facilities. Some units still deliver physical mail while others have transitioned to digital scanning. Before sending mail to an Arizona facility, call the complex directly or check the ADCRR website to confirm the current mail processing method for the specific unit. For family assistance contact the ADCRR Family and Friends Liaison at 602-364-3945 or toll-free at 866-333-2039.

Which provider do Arizona state prison families use?

ICSolutions handles phone calls at ADCRR state facilities. Contact ICSolutions at 888-506-8407 or visit icsolutions.com. Securus Technologies handles electronic messaging including e-stamps and text messages. You need separate accounts for phone calls and electronic messaging since these are different providers.

What is the PAN list and how does it affect calls?

Effective February 15, 2026, ADCRR reimplemented the Personal Allowed Number (PAN) list. Inmates can only call approved numbers from their visitation list, up to 20 people. To receive calls you must first be approved on the inmate visitation list and then be added to the PAN list by the inmate. Families not on the visitation list cannot receive calls regardless of having an ICSolutions account.

What is the most common mistake Arizona prison families make?

Setting up an ICSolutions account before being approved on the visitation list is the most common mistake. Arizona requires you to be on the inmate visitation list before being added to the PAN call list. Create your ICSolutions account but also ensure you are approved on the visitation list. Apply for visitation through the ADCRR visitation application at corrections.az.gov.
