Arizona operates its state prison system through the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR). ICSolutions handles phone calls at Arizona state facilities through a Prepaid Collect account system. Effective February 15, 2026, ADCRR reimplemented security measures for inmate phone calls including the Personal Allowed Number (PAN) list. If you want to receive calls, you must first be approved on the inmate visitation list and then be added to their PAN list. Securus Technologies handles electronic messaging at ADCRR state facilities for e-stamps and text messages.
Arizona has not eliminated phone call fees at state facilities. Families pay per-minute rates subject to FCC caps. Mail processing varies by unit at Arizona facilities. Some units still deliver physical mail while others have transitioned to digital scanning.
