Washington Inmate Communication Overview
Washington State operates its prison system through the Washington State Department of Corrections (WDOC). Securus Technologies holds the current contract for all phone, e-messaging, video, and electronic media services at Washington state facilities. Each incarcerated individual is assigned a Personal Identification Number (PIN) and uses it to initiate all calls. There is no application or verification process required to receive calls. When a call comes in, you hear a pre-recorded message identifying the facility and the name of the person calling, then choose to accept or deny.
Under Washington's contract with Securus, each incarcerated individual receives two free 20-minute phone calls per week, monthly free Video Connect sessions, and free stamps for e-messaging. Additional calls beyond the free allotment are charged at the Securus contracted rate. Funds can be added to a Securus Debit account owned by the inmate, or to an AdvanceConnect account owned by the family. The Securus Debit account can be used for phone calls, e-messaging, stamps, tablet media including games, music, and movies, and Video Connect sessions.
Money can also be sent to Washington DOC inmates through JPay or through Western Union, cashier's check, or money order. Washington state prison mail policies require the incarcerated individual's DOC number on all correspondence. Washington county and city jails use their own phone providers. Pierce County Jail and many other county facilities in Washington also use Securus Technologies at 800-844-6591. King County Correctional Facility in Seattle uses its own contracted vendor.

What is the difference between Securus Debit and AdvanceConnect in Washington?
Securus Debit is an account owned by the incarcerated individual that family members fund directly. It can be used for phone calls, e-messaging, stamps, tablet media, and video sessions. AdvanceConnect is an account owned by the family member that allows them to receive collect calls with charges deducted from a prepaid balance. Both options work at Washington state facilities and cover different use cases.
What is the most common mistake Washington prison families make?
Not knowing that Securus Debit and the commissary account are separate is a common confusion. Securus Debit funds pay for Securus services like calls, messages, and media. Commissary account funds pay for items purchased from the facility store. Sending money to the wrong account type means the inmate cannot use it for the intended purpose. Always confirm which account type serves your specific need before making a deposit.
