Virginia operates its state prison system through the Virginia Department of Corrections (VADOC), which manages 26 state prisons and oversees 71 local jails across 133 counties. GTL ConnectNetwork is the phone provider for all VADOC state facilities. All calls are limited to 20 minutes. Upon reception, inmates are automatically enrolled in the phone system and given a PIN. They then create an approved call list. Only numbers on the approved call list can receive calls. You will need the inmate's 7-digit state ID number to set up your ConnectNetwork account.

To set up a prepaid phone account, visit connectnetwork.com and select Virginia as the state and Department of Corrections as the agency. For ConnectNetwork customer service call 1-800-483-8314. Inmates can also use a PIN Debit Account where the inmate manages the account and the cost of calls is deducted from their account. To deposit money into a PIN Debit Account, create a ConnectNetwork account and select Virginia DOC. All calls are recorded and monitored except properly verified attorney calls.

Virginia is not among the states that offer free phone calls at state prisons. All calls are collect or prepaid. Collect calls are limited to a small amount before the system prompts families to create or use a prepaid account. Family and friends can send JPay secure messages and photos through the VADOC central mail distribution center. The central mail distribution center receives all incoming mail and screens it before delivery. Photos are limited to three per envelope.
