James T. Vaughn Correctional Center

James T. Vaughn Correctional Center is Delaware's largest and only maximum-security state prison, operated by the Delaware Department of Correction and located in Smyrna in Kent County, roughly 45 miles south of Wilmington and about 10 miles north of Dover, the state capital. Established in 1901 as the Delaware State Penitentiary and later renamed in honor of a correctional officer killed during the 2017 inmate uprising, Vaughn houses adult male inmates at maximum, medium, and minimum security classifications. The 2017 hostage crisis at the facility drew national attention and led to significant policy reviews of Delaware's correctional system.

Communication at James T. Vaughn follows Delaware DOC provider contracts. JPay handles electronic messaging, photo sharing, and money transfers. Families create a JPay account and add the inmate using their Delaware DOC number to begin correspondence. GTL manages phone calls and video visitation under the DDOC statewide contract. The standard two-platform model applies: JPay for messaging and money, GTL for phone and video. Accounts are separate and serve different functions — message stamps cannot be used for phone minutes and vice versa.

Vaughn's location in central Delaware between Wilmington and Dover makes it relatively accessible for families across the state. The facility is about 45 minutes south of Wilmington and close to I-1 and US-13. For families in the Philadelphia metro area, the drive from southeastern Pennsylvania is about an hour. For families in Maryland or New Jersey, the facility is also within reasonable reach. Delaware is a small state with limited correctional geography, making Vaughn the central facility for most Delaware inmate families.
